I would like to start by thanking everyone who has sent in their questions and hopefully I can answer them in a way that makes the understanding of the law that bit easier than the Fifa publication, which is a bit like reading "War and Peace" twice in one night. So here goes.

Question one from Ian Moore

If a goalkeeper catches the ball from a shot by the attacking team, can he then put the ball on the floor and pick it up again? I ask because during the recent Budapest game their goalkeeper kept bouncing the ball which in my opinion is the same as putting it down and picking it up.

Thanks for that Ian. The situation is quite simple in this regard in that the goalkeeper is NOT allowed to pick the ball up again after it has left his possession if it has not been touched by another player. The situation of the goalkeeper bouncing the ball has always been a bit of a grey area but has always been allowed because it is deemed that he is always in possession of the ball during this bouncing period. So the referee in the Budapest game was correct in allowing the game to continue without penalising the goalkeeper. The over riding rule to this situation is that the keeper can only retain possession for a maximum of six seconds before he has to release it into play.

Question two from Roy Williams

Hi Graham. Just a simple Q for you. Are refs allowed to referee the team they support? I'm a big Everton fan. I just wonder if when they play Liverpool can somebody from Liverpool ref this fixture or do you have to declare which team you follow, if any, to the FA.

Roy, contrary to popular belief, referees are no different to anyone else when it comes to having an allegiance to a particular team and as part of the annual registration process you do have to declare this allegiance prior to the season starting so that you are not appointed to a game involving the team that you support. This only applies in competitive games so we can always get our kicks by refereeing our chosen team in friendlies....... if there is such a thing!!

Question three from Gerald

I played in a match on Saturday when an opposition player said 'let it go' to a through ball into our penalty box. Having missed the shot I questioned the ref at that time. He said that there is no rule saying the player can't say this. Is this true or not because the ref was going to yellow card me for questioning him?

Gerald, the referee was wrong to dismiss your protests about the player shouting "let it go" to an opposition player and I would certainly punish this type of "cheating" by awarding an indirect free kick against the perpetrator and indeed would caution him for "Unsporting Behaviour". To suggest that this type of behaviour is acceptable shows a distinct lack of understanding by the referee in your game and you have every right to feel aggrieved by his lack of action.

Question four from Allan Jennings

For a ball to cross the line it is the widely held view that the whole of the ball has to have crossed the line. This means that just before a ball has gone out of play the far side of the ball is off the pitch. If a player touches that part of the ball with his hand whilst he himself is not on the pitch then as he did not enter the field of play can he be penalised for handball and where did the offence take place? With lines now four inches wide at which point does the whole of the ball actually cross it?

This appears to be a very complicated question Allan but it does have a very very simple answer. The ball is out of play when it has wholly crossed the goal line or touchline whether on the ground or in the air. The width of the lines are immaterial in this respect and indeed the lines are considered as part of the field of play. In the instance you highlighted, if the handball took place without the ball wholly crossing the line then he has committed the offence of entering the field of play without permission and he would be yellow carded for that offence. If the ball had wholly crossed the line before the handball took place then clearly no offence has occurred.

Question five from Ann Loftus

Apart from a whistle, a yellow & red card,a pencil and a watch, are there any other things a ref needs to carry onto the pitch?

This sounds like you are trying to catch me out Ann so I could answer it tongue in cheek by saying "two Linesmen and twenty-two players need to be carried on to the pitch and through the game" but the serious answer is that a competent referee would take onto the pitch two pencils, two watches, two whistles, his notebook and cards as well as a coin for deciding who kicks off. If I've missed something its not that important!

Well that's been a nice gentle return for this particular column and I have answered the questions in a basic but easily understood way which is what the column is designed to do. The laws of the game can be very very complex (too complex in some regards) but if supporters are ever going to give respect to referees I am a firm believer that they should have a good understanding of the laws of the game. A lot of controversy is created by poorly informed TV commentators who THINK they know the laws but in my view simply spout crap about what they think the laws are or should be rather than what they are.
